The telnet’s full form is terminal over a network.  The terminal is a console or screen for executing commands. The network is the computer network, where two computer or devices connects to each other over IP network protocol. Telnet works on a client-server model. Where a client connects to the server and can execute all commands on a server, and feels that he is working on a terminal directly.

Telnet uses TCP/IP. Like other TCP/IP applications. Telnet also has a standard TCP port number. The standard TCP port for telnet is 23. But a server has the choice to use any other port, maybe for security reasons.  The secure version of telnet is ssh. SSH uses port 22.
